With effect from 1
January 1999, under the Equal Access
Regime, telephone subscribers in Malaysia can
select any network from three telephone
companies for their national and international
calls. As for cellular telephone users, there
are currently three
service operators to choose from. The
government has introduced the concept of tariff
ceilings for fixed line and

cellular services. The rates depend on market
competition as they are not regulated. The
three telecommunications service operators may
set their rates at par or below the ceiling
rates.

Upon subscription for basic telephone service, an
individual direct exchange line and a telephone set in
a range of colours for selection is provided. A basic
monthly rental will be levied while additional

The major licensed Internet
Service Providers (ISPs) in Malaysia are TM Net
Sdn Bhd, (Telekom Malaysia Berhad, JARING (MIMOS
Berhad), DiGiNet (Digi Telecommunications Sdn Bhd) and
TimeNet (TT dotcom Sdn Bhd).
There are multiples of 155Mbps (STM1), 34Mbps (E3)
and 2Mbps(E1) connections in the nationwide backbone.
TM Net has peering arrangement with Jaring and other
local ISPs from 2Mbps capacity.
Two major ISPs are TM Net (Telekom Malaysia
Berhad wholly-owned company) and JARING (a MIMOS Berhad wholly
– owed company).
